A guide for rental owners
Understand which rental rules apply to your Los Angeles property
Rental rules depend on the property’s actual jurisdiction, coverage and tenancy. California protections and local ordinances can overlap. Start with the address and property records, then verify the current official guidance before deciding on a rent change or tenancy notice.

California: start with state protections
California’s Tenant Protection Act, commonly called AB 1482, addresses rent increases and just-cause termination for covered rentals. Coverage and exemptions matter. An exemption should be checked against the property and any required disclosures rather than assumed from a label such as “single-family home.”
City of Los Angeles: check RSO and other protections
The Los Angeles Housing Department provides guidance and property-coverage resources for the Rent Stabilization Ordinance. A Los Angeles postal address does not always establish the governing municipality. Even a rental outside RSO coverage can be subject to other protections, including the city’s Just Cause Ordinance.
Pasadena: check the city’s own requirements
Pasadena’s Measure H framework has separate rent stabilization and tenant-protection requirements. Consult the city’s current landlord guidance for coverage, notices and registration questions. Do not apply a Los Angeles rule to a Pasadena rental simply because both are in the same county.
Build a property-specific checklist
Keep the coverage determination and supporting records with the rental file. Recheck current guidance before an action because permitted adjustments and procedures can change. Suave can discuss management coordination; a qualified attorney should advise on disputed coverage, notices or legal action.
- Confirm municipality, property type and relevant records
- Check state and local coverage and required disclosures
- Verify current notices, registration and proposed changes
- Keep dated records and obtain legal advice when needed

Common questions
Does every Los Angeles County rental follow the same rent rules?
No. State law and the rules of the relevant city or jurisdiction can differ. Confirm the property’s municipality and coverage.
Does being outside the RSO mean no tenant protections apply?
No. Other local protections or California law may still apply. Review the full set of rules for the property.
How do I check the rent increase allowed for my property?
First establish the property’s jurisdiction and coverage, then consult the current official rules for the proposed change. Ask a qualified attorney about uncertain coverage or a specific legal question.
